Water dragons need ht because they are climbers they also need length! provide branches to climb on!They need a space at least 2x their total length enclosure will have to be a min 6ft long side to side,2-3 feet deep and 4-6 feet high to do it right!

An adult needs at LEAST 4ft tall 4ft wide and 2ft deep enclosure. That space is too small. They need height more then anything else because they are arboreal and spend most their time in trees.

A lot of Water Dragon owners custom build their enclosures because of the size requirement.

Here is a link with custom enclosures. If you become a member on the site you can ask water dragon owners (including myself) questions about materials and such

Mine is made out of an old entertainment center with plexiglass doors. (the picture is also on the link)

Oh and ideal size is 6ft tall 5ft wide and 3ft deep for one adult dragon.
